Rachel Chester has been a regulator with the RI insurance division for over 11 years. She began as a Senior Insurance Analyst in 2012, was promoted to Principal Insurance Analyst in 2014, and promoted to Chief of Insurance Consumer and Licensing Services in 2019. Prior to state service, she worked in the insurance industry for about a decade and held an insurance producer license.
Rachel holds a bachelor’s degree (2001) and an MBA (2008), earned the Institutes API and AINS designations in 2010 and 2011, the NAIC’s APIR and PIR designations in 2013 and 2017. Her role at the RI Insurance Division spans serving as the administrator of the insurance producer licensing unit to chief of consumer services to technical liaison across the division’s unit, and beyond! She serves as the chair of the recently resurrected NAIC Adjuster Licensing Working Group which is a work in progress. Rachel also monitors, reviews, and participates on many NAIC working groups as an interested regulator or member, and serves on several SILA working groups/committees.
Kaitlyn Small is the Manager of Regulatory Compliance at RegEd. Having worked in the compliance space for 10 years, she is a subject matter expert in licensing and registration requirements with a focus on Producer, Adjuster, Reinsurance Intermediary and Agency Licensing. At RegEd, Kaitlyn assists the Registration and Licensing teams with licensing transactions and regulatory issues.
She monitors state regulation and process changes, and liaises with State Divisions of Insurance on issues that arise during the licensing process. She holds a degree from North Carolina State University (2012) and is a member of the Securities and Licensing Association (SILA). Within SILA, Kaitlyn serves in several ways. She has been SILA Adjuster Licensing Subgroup (SALS) Steering Committee Member since 2019 and participates in various SILA Task Groups advocating for reciprocity and uniformity in the industry. She has also held a SILA Associate Designation since 2020.
